EXECUTIVE BIO Carla Dillard Smith Carla served as Research Director for CAL-PEP since 1992. She has also served as Deputy Director of CAL-PEP Carla has directed nine community-based behavioral research and evaluation projects focused on helping drug users and prostitutes. These collaborative projects were conducted in conjunction with the California HIV Research Program (CHRP) of the University of California, California State University East Bay, University of California at San Francisco, and Centers for Disease Control. Prior to working with CAL-PEP, Carla worked in political campaigns and community advocacy for twenty years. She has used those skills at CAL-PEP to bring awareness of the disproportionate impact of HIV/AIDS on the African American community. Carla is also a member of the Alameda County African American State of Emergency Task Force where she assists the coordination of media and events. Carla firmly believes that, “The key to stopping the spread of HIV and AIDS is broad community advocacy.”
